The Town of Carthage is seeking volunteers to serve in a number of available positions on our boards and committees. Read more about each board or committee below.

Appearance Committee

Do you love to garden or decorate? Or maybe you have some thoughts on how to improve the appearance of Carthage?  Then the Appearance Committee may be for you! Members assist the Town with programs related to community beautification and the general appearance of the Carthage community. They may engage in minor beautification projects as well as larger plans that affect our town's appearance. The Board of Commissioners rely on recommendations from the Appearance Committee to make decisions that affect the appearance of our community. Members are also responsible for designing and planting the downtown landscape pots and decorating for the holidays. The Town of Carthage is committed to preserving its natural beauty and environment and the Appearance Committee is an integral partner in those efforts. 

Planning Board Vacant Term (for ETJ Member Only)

The Carthage Planning Board is an advisory authority to the Carthage Board of Commissioners. The Planning Board has many duties relating to the growth, development, and re-development of the town and its surrounding extraterritorial planning area. It may be asked to make studies and recommend to the Board of Commissioners any plans, goals, and objectives relating to this subject as well as hear re-zoning requests, development requests, recommendations to amend the Unified Development Ordinance and any matter pertaining to the physical development of the Town of Carthage.

An extraterritorial jurisdiction (ETJ) is a 1- to 3-mile-wide zone around the town limits where only the Planning and Zoning ordinances apply. These residents do not pay taxes to the Town but, because their property is affected by Carthage zoning ordinances, are required to be represented of various town and city boards and commission such as Planning Boards.

To be eligible for this position you must meet all of the following criteria:

  • Be 18 years or older.
  • Reside within the Extraterritorial Jurisdiction of the Town of Carthage.
  • Attend regular Planning Board meetings every 1st Thursday of each month from approximately 6:00 p.m. to 8:00 p.m. 
  • Be a motivated to learn and understand development laws and urban planning practices.
  • Be willing to engage with members of the public on a regular basis to understand our community's unique needs and wants.

A Note About ETJ Residency:

If you are unsure if you are in the Carthage ETJ, please follow the directions below to use Moore County GIS or contact us via email or phone and we will be happy to look it up for you.

Step 1:  Click here to be taken to Moore County GIS Map. Click "Accept" on the pop-up disclaimer message.

Step 2:  Type your street number and name in the "Search Address" bar then click "Search". Everything within the Carthage town limits is shaded in green. 

Step 3: Once you have located your parcel, click on the "Layers" tab at the top of the menu located on the right side of the map. Scroll down the list until you find a boxed titled "ETJ" under the "Jurisdiction" menu. You'll notice a lighter green shade is displayed; this is the Carthage ETJ zone. 

If your property appears inside of the ETJ boundary then you are considered an ETJ resident and can apply to serve on the Carthage Planning Board.
